&lt;div&gt;== Trust Framework and Trustmark Committee (TFTM) ==&lt;br /&gt;
Trust frameworks of varying characteristics exist, and others may emerge. One mission of the IDESG is to guide the development of trust frameworks in accordance with the NSTIC Guiding Principles. The successful completion of this mission requires a committee comprised of framework representatives, attorneys, assessors, and other IDESG constituents to review and resolve trust framework issues that may arise in the areas of interoperability, cross-recognition, privacy, audit, and enforceability. As called out by the National Strategy for Trusted Identities in Cyberspace (NSTIC), this committee is also responsible for developing and managing a trustmark program on behalf of the IDESG and its members that will certify candidate entities participating in online transactions that adopt the NSTIC guiding principles into their policies and practices.&lt;br /&gt;

== The Identity Ecosystem Framework (IDEF) ==&lt;br /&gt;
The IDEF provides a baseline set of standards and policies that apply to all of the participating trust frameworks. This baseline is more permissive at the lowest levels of assurance, to ensure that it does not serve as an undue barrier to entry, and more detailed at higher levels of assurance, to ensure that participants have adequate protections. &lt;br /&gt;

The IDEF is a living document, and will evolve in order to reach the agreed upon policies and technical standards necessary to fulfill the NSTIC’s vision. Currently, the IDEF contains a minimal set of commonly agreed upon recommendations, best practices and standards, but will become more robust over time as participants are able to come to agreement on different aspects of the Identity Ecosystem, not only in general but for key communities of interest and industry segments such as healthcare, financial services and education. &lt;br /&gt;

The SALS is a single web presence where online identity service providers and owners or operators applications that authenticate identity credentials can report their status through self-assessment with a set of common standards for reliable security, privacy, ease of use, cost savings, and user choice and declare their commitment to operate in accordance with the Identity Ecosystem Baseline Functional Requirements. &lt;br /&gt;

This document lays out a method for doing get-requests for searching the IDEF Registry database. Searches can be done on services, companies, and service category. The method describes how people can determine the current membership of another digital entity in a Trust Framework, and find services in categories that matter to them.&lt;br /&gt;
&lt;br /&gt;
These methods could be used together with a recommendation for adoption by the IDEF registry.&lt;br /&gt;
&lt;br /&gt;
==Context==&lt;br /&gt;
&lt;br /&gt;
Several [[Trust Frameworks]] exist to enable digital entities to establish the policies used by the digital entity are in conformance with established standards, regulations and commonly accepted policies.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Trust&#039;&#039;&#039; can be based on two sources, past behavior by the entity, or membership of the entity in a group whose membership has shown that they are trustworthy. The IDESG ecosystem seeks to provide trust by membership of digital entities in Trust Frameworks. This document describes how one digital entity can learn that some other digital entity is currently a member of a framework that they trust to provide and enforce policies that lead to trustworthy behavior. The value of the mark proving evidence of membership will only be valuable to the extent that all of the members show that they deserve the trust that the mark asserts. In this paper it is assumed that some other technology is used to create a trusted identifier of each digital entity.&lt;br /&gt;
&lt;br /&gt;
A &#039;&#039;&#039;Trust Framework&#039;&#039;&#039; is defined by Kantara to be &amp;quot;a complete set of contracts, regulations or commitments that enable participating actors to rely on certain assertions by other actors to fulfill their information security requirements.&amp;quot; In this document the objective is simply to allow two digital entities (actors) to satisfy each other as to the membership of the other in a mutually acceptable trust framework. The only user experience element discussed is a multiresolution mark or logo with URL that will enable the user to learn about proof of the authority of the digital entity to display the mark that correspond to the trust framework.&lt;br /&gt;
&lt;br /&gt;
An &#039;&#039;&#039;[https://www.idesg.org/The-ID-Ecosystem/Overview Identity Ecosystem]&#039;&#039;&#039; is defined to be an online community of users and digital entities that are bound by a common set of technologies, processes and policies, that is, by one or more Trust Frameworks.&lt;br /&gt;
&lt;br /&gt;
As general rule, the membership validation is strictly between digital entities and the user is unaware of the activity which is typically hidden from the user. Some inevitable confusion arises when a unique digital identifier is conflated with a user understandable name for a digital entity. In particular there is no standard way for the RP to acquire display name of the IdP using dynamic registration. The only methods available today require static (manual) registration of the RP with the IdP. Since the user will always be the ultimate source of trust for activities in the digital realm, it is necessary that digital identities are not created with the specific intent to confuse trust decisions. It is understood that this is not an easy requirement to satisfy.&lt;br /&gt;
&lt;br /&gt;
It should be pointed out that the concept of a framework membership requirement creates a closed system. That is good for security, but somewhat at odds with interoperability. On the other hand it does make it easier for OpenID to be deployed in corporations or consortia.&lt;br /&gt;
&lt;br /&gt;
==The Problem==&lt;br /&gt;
&lt;br /&gt;
No widely accepted standard method exists for distinct digital entities in a trust framework to prove their conformance with the policy standards of the trust framework to each other.&lt;br /&gt;
&lt;br /&gt;
No widely accepted standard method exists for securely identifying digital entities or trust frameworks with a name that a user can use for a trust deciscion. The best that exists today is TLS [https://cabforum.org/extended-validation-2/ Extended Validation Certificates] which do tend to have a short host name. The user involvement in trust decisions does need to be described in any specification of trust frameworks. In some cases it is the guardian of the user that needs to be involved in the trust decision.&lt;br /&gt;
&lt;br /&gt;
==The Solution==&lt;br /&gt;
Several potential solutions were considered.&lt;br /&gt;
&lt;br /&gt;
#[https://en.wikipedia.org/wiki/Public_key_infrastructure Public Key Infrastructure (PKI)] depends on the existence of a chain of trust back to a root [https://en.wikipedia.org/wiki/Trust_anchor Trust Anchor]. It would be possible for a Trust Framework to establish their own Trust Anchor and issue certificates. Creating a Certificate Authority for Trust Framework Membership is expensive but effective and well known. One deployed example of this method is the [https://www.openbanking.org.uk/ UK Open Banking] effort.&lt;br /&gt;
#[https://en.wikipedia.org/wiki/Online_Certificate_Status_Protocol Online Certificate Status Protocol] can be used to test the validity of a certificate without relying on the CRL of PKI. It could be the basis for trust framework membership validation. Using existing service provider certificates and providing some sort of online check of that cert with the Framework membership service would be less expensive.&lt;br /&gt;
#[http://www.garlic.com/~lynn/aadsover.htm Account Authority Digital Signature (AADS)] uses the public key technology without PKI.  Avoiding the expense of deploying X.509 certificates of PKI  would result in the lowest cost from Framework Membership Validation. Note that this method does not mean that PKI certificates are not acquired by members of the federation, only that the federation does not deploy its own PKI infrastructure. The following proposed solution for the IDEF is based on AADS.&lt;br /&gt;
&lt;br /&gt;
These are some of the ways to establish trust, they all require the existence of a Trust Anchor at a well-know address of the Trust Framework. Note that TLS (HTTPS) is required before trust of digital entities can be considered.&lt;br /&gt;
#Use the URL of the digital entity to identify it. While the URL was not designed to be user friendly, many security schemes depend on the user understanding the importance of the URL as a unique identifier for a digital entity. Note the confusion created by conflating a user understandable name with a unique digital identifier. This method requires one of the following to be used as the digital entity&#039;s unique identifier:&lt;br /&gt;
##The host name. This is simple, generally human readable and contains no weird punctuation. Many browser users understand the meaning of this name, but there are attacks using non-ASCII characters that confuse users with names similar to ones that the users do trust. Note the confusion created by conflating a user understandable name with a unique digital identifier.&lt;br /&gt;
##The host name plus the port number. This is the method selected by the TLS standard. This appears to users of commercial sites as the same as the above choice since commercial sites use the default port number 443.&lt;br /&gt;
##The host name plus the port number plus the path. This is the method selected by the OpenID standards. It is very easy to confuse users with this choice.&lt;br /&gt;

*Both certainty of identification and certainty of anonymity are impossible&lt;br /&gt;
*There&#039;s a need to preserve what we have in the physical world, de facto anonymity in a range of situations and transactions.&lt;br /&gt;
*Even online, anonymity and pseudonymity are easier to assure in transactions than it is for all an individual&#039;s actions.&lt;br /&gt;
*Issues of linkability (same person in multiple transactions) and observability (can I be identified by a third party) are difficult in the physical world and more difficult online.&lt;br /&gt;
*Even in the real world, it&#039;s very difficult to be truly anonymous, except in a transaction brokered by a third party (and even then you&#039;re not anonymous to the broker; the example of a journalist with a confidential source is brought up, the journalist knows the source&#039;s identity in some cases).&lt;br /&gt;
*Therefore we need to choose our battles; we choose to define anonymous transactions (rather than &amp;quot;anonymity&amp;quot;), pseudonymous transactions (rather than &amp;quot;pseudonymity&amp;quot;), and pseudonymous digital ID (rather than &amp;quot;pseudonym&amp;quot;).&lt;br /&gt;
*Multiple pseudonyms could be used - both online and electronically - to minimize the possibility of linking.&lt;br /&gt;
*But we need to acknowledge what we can&#039;t control - for example, disclosure of IP addresses. (tracking cookies also mentioned here).&lt;br /&gt;
*We also need to be clear about which ecosystem participants we can be anonymous or pseudonymous with respect to - RPs, IDPs, APs, etc.&lt;br /&gt;
*There&#039;s a limited set of standards supporting anonymity and pseudonymity. TOR is an example of a standard); we need to ask what the consequences of the lack of standards are.&lt;br /&gt;
*When dealing with anonymity, we need to have good models of re-identification risks - and of the threat actors who might seek to re-identify individuals.&lt;br /&gt;
*There&#039;s an issue of choice of names; this isn&#039;t pseudonymity but is related. What names are permissible, and who decides? Can George Robert be Bob? is Jello an acceptable name? What&#039;s the range of acceptable identifiers?&lt;br /&gt;
*Choice of name is an autonomy issue.&lt;br /&gt;
*There need to be levels of expectation (of privacy etc.) on the part of the individual, to go with the levels of assurance available to relying parties.&lt;br /&gt;
*What might the contract terms for use of a pseudonym be?&lt;br /&gt;
*Anonymity &amp;amp; pseudonymity are features everyone might want to use SOMETIMES.&lt;br /&gt;
*But there are specific risks associated with using anonymous or pseudonymous access - particularly in healthcare transactions.&lt;br /&gt;
*Nevertheless there are healthcare transactions in which anonymity and pseudonymity are common :*for example online support groups, disease testing, and pregnancy testing.&lt;br /&gt;
*There may need to be performance agreements on both sides of risky anonymous or pseudonymous transactions, to protect both parties.&lt;br /&gt;
*In some contexts - like healthcare treatment - it may be necessary to reveal the fact of pseudonymity to the relying party, so that the RP will be aware of potential risks.&lt;br /&gt;
*This makes it clear that there are tradeoffs between anonymity/pseudonymity and other values, and participants on both sides of a transaction need to be able to make these tradeoffs.&lt;br /&gt;
*There&#039;s a problem with coercive aggregation of identity information for the purpose of facilitating secondary uses. And this often happens without transparency.&lt;br /&gt;
*Is a &amp;quot;real names&amp;quot; policy like a dress code in a restaurant - or is it like a segregated lunch counter?&lt;br /&gt;
*In what types of transactions is it OK to require a legal name? Is this a decision for IDESG to make?&lt;br /&gt;
*Standards should at least require transparency: Users should be given as much control over sharing attributes and context info as possible.&lt;br /&gt;

&#039;&#039;&#039;Glossary Version 1.1:&#039;&#039;&#039;&lt;br /&gt;
*The privacy committee formally approved glossary set number one. There are some notes that will be accompanying the committee response.  &lt;br /&gt;
:*The Privacy Committee believes that there was the possibility that future terms may require them to revisit the previously approved definitions for unforeseen privacy implications. &lt;br /&gt;
*The next step is to have the glossary submitted to the MC for review. Adam will clarify the proper procedure for Plenary review and approval before next week’s meeting. &lt;br /&gt;
*Anne wanted to ensure that the AHG group was aware that the privacy committee acknowledged the need to reconcile the expectations of the end user and the goals of the IDESG; particularly around anonymity and pseudonymity.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Terms of Reference&#039;&#039;&#039;&lt;br /&gt;
*The wiki site now only uses the “taxonomy” rather than “terminology” to avoid any future confusion. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Taxonomy Workplan&#039;&#039;&#039;&lt;br /&gt;
*Adam put together a draft workplan to transition the taxonomy committee to an “on demand” role; he will be requesting volunteers to help lead some of the workstreams he has identified. He is also seeking comment and input from members of the AHG. 	&lt;br /&gt;
:*Robert Faron suggested using members of the AHG who participate in other committees to help communicate the changes as well as to gain input into what terms may be necessary to define going forward. &lt;br /&gt;
:*Tom suggested we could use committee liaisons to accomplish this. &lt;br /&gt;
*Jim Fenton volunteered to lead the effort to identify “must have” terms. &lt;br /&gt;
*Adam would like everyone to come prepared with options for the “taxonomy process” by the 20 February meeting. &lt;br /&gt;
*Seetharama will lead the effort to review and update the terminology submission process. &lt;br /&gt;
*No one objected to starting communication around the potential changes with the other committees of the IDESG. &lt;br /&gt;
*Adam would also like the AHG to begin considering what would be best to present at the next plenary session. He will seek suggestions at the next meeting. &lt;br /&gt;

Today’s meeting is about reflection and planning for this year&lt;br /&gt;
Reviewed our overall AHG goal&lt;br /&gt;
Went over AHG status&lt;br /&gt;
*Glossary 1&lt;br /&gt;
*Terms in process&lt;br /&gt;
*Full catalogue&lt;br /&gt;
AHG Terms of Reference&lt;br /&gt;
*General consent for value and need for it&lt;br /&gt;
*No push back, but no real strong desire for it&lt;br /&gt;
*Sal and Ann R-R commented that they support it and would work on it&lt;br /&gt;
Where do we go from here:&lt;br /&gt;
*Need for semantic definition in addition to taxonomical.  Example cited was need to understand and put some words around certain operations.  An example was the RP requesting private information and the end user on a mobile device being able to control and monitor what and how data is transmitted.  Also topics like better understand what “consent” means.  Tom Jones suggested this topic.&lt;br /&gt;
Mike Garcia stated his recommendation on our plan going forward would be the following:&lt;br /&gt;
#Catalogue the index of all glossaries.  Tom J referred us to the OASIS gap analysis, “Identity in the Cloud Gap Analysis” as a starting point or to be used in totality and avoid doing extra work.&lt;br /&gt;
#Change our group to an “on-demand” group, and only undertake work in support of other committee’s needs.  Put a process in place to support this&lt;br /&gt;
#Disband the AHG from meeting every week, once we complete the current in-process terms.&lt;br /&gt;
There was general agreement for this approach.  We’ll start to execute this plan next week.&lt;br /&gt;

*Christopher and others on the committee thanked Adam for his leadership to date. &lt;br /&gt;
*There were no volunteers to lead the AHG or suggestions for how best to transition to “on-demand.”&lt;br /&gt;
*There are at least two members who think the transition should happen once these two terms have been completed.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Glossary Update&#039;&#039;&#039;&lt;br /&gt;
*The Management Council is still reviewing the document; there is one administrative requirement left to handle before it is turned over to the plenary for formal review and approval. &lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Pseudonymous Interaction&#039;&#039;&#039;&lt;br /&gt;
*Current suggested definition: An interaction designed such that the data released and collected is not sufficient to infer the entity involved and for which information to permit a relying party to associate multiple interactions with the entity is released.&lt;br /&gt;
*Suzanne suggested changing the last “entity” to “claimed identity”&lt;br /&gt;
*Seetharama does not think that “collected” is clear enough; there are at least two different interactions that are suggested by “released” and “collected”- one with the IDP and RP and one with the user and the RP. He is not sure that these can be combined as they are right now. &lt;br /&gt;
*This definition was designed to establish an expectation that the user could access a service without anyone associating the identity being used with the entity. For this reason, collection was included to ensure all parties, including the RP, are covered in the definition.&lt;br /&gt;
*After considerable discussion of the above topics, those on the call achieved consensus on the following definition: &#039;&#039;&#039;&#039;&#039;An interaction designed such that the data released and collected is not sufficient to infer the entity involved and for which information to permit a relying party to associate multiple interactions with the entity’s claimed identity is released.&#039;&#039;&#039;&#039;&#039;&lt;br /&gt;

*The Management council has approved the terms and they will be sent to Bob Blakely, plenary chair, as it’s his responsibility to determine the next steps with the plenary for plenary adoption.&lt;br /&gt;
&#039;&#039;&#039;Pseudonymous Interaction&#039;&#039;&#039;&lt;br /&gt;
*800-63 suggests that without something to trust (such as a legal name) then the assumption is that any digital identity is a pseudonym. &lt;br /&gt;
*Kaliya suggested that this conversation needs to start with a definition of pseudonym. There is a difference between a “name space” and the “identifier” used by a system. &lt;br /&gt;
*Jim suggested we need to determine some sense of what we mean by pseudonymity before we can define a pseudonymous interaction. There is a very wide range of outlooks around the term pseudonym. &lt;br /&gt;
*Suzanne suggested the key to pseudonymity or pseudonymous transactions could be the ability to verify attributes and persistence (where the user chooses) across multiple transactions. &lt;br /&gt;
*The group initially chose to focus on the concept of an interaction since it does not necessarily take into account a “state of being.” Instead, it focuses on an individual event in time. It is less complicated than trying to define pseudonym. &lt;br /&gt;
*The group will continue to prioritize the “interaction” going forward. &lt;br /&gt;
*The current definition is premised upon preventing identification of an entity through the release of attributes for a single interaction and the collection of attributes over time. It creates expectations for participants as well.&lt;br /&gt;
* After further conversation, the group arrived at the following definition: &lt;br /&gt;
:*&#039;&#039;An interaction for which the data released and collected is not intended to be sufficient to infer the entity involved, but for which multiple interactions to the same relying party may be associated with each other.&#039;&#039;&lt;br /&gt;
*There was consensus on the current definition.&lt;br /&gt;
&#039;&#039;&#039;Anonymous Interactions&#039;&#039;&#039;&lt;br /&gt;
*Based on the “pseudonymous interaction” discussion the following updated definition was suggested:&lt;br /&gt;
:*&#039;&#039;An interaction for which the data released and collected is not intended to be sufficient to infer the entity involved, and for which information to correlate multiple interactions to the same relying party is not provided.&#039;&#039;&lt;br /&gt;
*There was suggestion that “intended” should not be included in the definition for an anonymous interaction. However, others argued it may not be possible to achieve “not sufficient to infer”—which could result in unclear expectations for users if “intended” were removed from the definition.   &lt;br /&gt;
*There was suggestion that “intended” should be replaced with “designed.”&lt;br /&gt;
*There was no decision made to use one term over the other. This will be discussed further at the next meeting. &lt;br /&gt;
