USER EXPERIENCE COMMITTEE MEETING NOTES - draft

Meeting Notes
- Mary Hodder led the call. Notes taken by Linda Braun
- Meeting was called to order at 12:08 p.m. EDT
- Minutes for August 25, 2015 and September 1, 2015 were approved.
Minutes
- Review TO DO list of UXC Requirements and supplemental information, guidelines and metrics and dictionary and continued work. Pilot feedback from FMO: Review and revise accordingly prior to start of plenary.
- NSTIC pilot feedback on supplemental guidance. Mary went through the document and the committee discussed. Part of feedback was lack of a Glossary. UXC work was provided in the form of the dictionary.
- INTEROP-7 LEGAL COMPLIANCE - For legal compliance, the pilots were looking at an earlier version. UXC believes guidance is still appropriate.
- USABLE-5 ACCESSIBILITY – pilots not sure if costs of accessibility is feasible. UXC didn’t want to provide functionality for every user. Two outs: feasible and compatible. It may help with a glossary or to find out what pilot’s definition of feasible is. We could consider a balance statement, which was not recommended. Supplemental guidance is a SHOULD where the requirement is a MUST. It is possible that the pilots were looking at an earlier version? We can ignore that feedback because we had made the change from MUST to SHOULD. Ask pilots – if the requirement is passed down as part of sub-agreements, the responsible is an attestation at a lower level. Their lawyers saying it is not a strong enough legal defense. They will attest on their own behalf. Integrators are responsible for subs according to Jim. Include in UXC response: Recognizing that the pilots used an earlier version of the document for review, we still believe our supplemental guidance is appropriate in the guidance we were given in the redrafting. This is for the ones we don’t change.
- USABLE-6 USABILITY FEEDBACK – we already made changes from MUST to SHOULD in later version of document.
- USABLE-7 USER REQUIREMENTS – Pilots misunderstood guidance. User already has the mechanism in a browser. UXC had previously changed to SHOULD. 3rd, 4th and 5th bullets were discussed. Review public comments to see if there is more verbiage that we can add at a later time. No changes made based on overall feedback. Ellen will speak with pilots for clarification.
- USABLE-2 USABILITY ASSESSMENT – UXC already addressed when changed to SHOULD. Market place isn’t protecting people enough.
- Chat from Paul Knight: "Original comment" from pilots: • Reference to existing standards and frameworks. In general, wherever these requirements address the assessment of usability, the supplemental information needs to point to existing frameworks, standards, or guidelines for conducting these assessments. The pilots were only aware of a limited set of usability related documents and would like direction to sources that will support compliance with this and other usability requirements.
- This is on the list for UXC TO DO. This hasn’t been something that we had to produce.Burden requirement would take a lot of work to do. UXC did not add anything additional. UXC read feedback, but does not agree.
- Dictionary, self-assessment metrics is good shape and pick up at another time.
- Where are other committees with their work? Privacy is at the same point as UXC. FMO – Jamie sent out the supplemental guidance with markup along with some notes on sources within the last ten minutes. UXC will look at this next week.
- Mary will send a response on the pilot feedback piece.
