- Roy Asfar moved to accept the Feb. 24, 2017 minutes. Denise Tayloe seconded the motion. There was no discussion. The motion passed unanimously.

Minutes:
- Denise Tayloe asked Roy Asfar and Lin Higgins from Veterans Advantage to come to a future VPWG meeting and provide details on their program. They have agreed to this and a time will be set up. Roy and Lin will come back to the VPWG with a date.
- Catherine Schulten from LifeMed reported on the meeting she had with Dave Burhop. Both Dave and Catherine live in Richmond, Virginia. They met at the Department of Motors Vehicles where Dave is the CIO for the Commonwealth of Virginia DMV. The DMV have established a proof of concept for a mobile driver’s license that can be used as an ID card for vulnerable populations. In Heath care that is an interesting proposal because we could understand who the person is, help to understand programs available to them, and a lot of other information. These vulnerable people have a tendency to need a lot of health care. Catherine had proposed to Dave that they put together a study in a teaching hospital in Richmond that sees a lot of vulnerable individuals. Catherine would like to see how the combination of a mobile driver’s license and health care intersect for these people. LifeMed has a solution for identity in health care and she would like to see how the two programs could work together. Catherine will be putting together a proposal that Dave would bring to the DMV. There is no funding or grant money available, but right now they are charting the course without that in mind.
- The mobile driver’s license that the Commonwealth of Virginia has put together is a proof of concept. If people have a mobile driver’s license, or mobile ID cards, that would advance what we could do with vulnerable populations. It has not yet been launched. We should ask Dave Burhop to provide more details of the program at our next meeting.
- Review and comments on the VPWG working spreadsheet:
- The first question should be more open ended.
- Break out the Veterans into a separate column and maybe others in the future
- Identify one or two groups and work through the needs and requirements. What kind of credentials will be needed?
- What’s the next step in creating more valuable content and deliverables?
- Veterans – the question was asked if anyone from ID.me was on the call. Should we invite them to the meetings?
- It was suggested we hold off on inviting ID.me at this time. Veterans Advantage is aware through a relationship with Vietnam Veterans of America about a federal lawsuit they are filing against the DoD for releasing information that is protected under the privacy act to companies like ID.me. The lawsuit is supposed to be filed within the next 30 to 60 days. There is a database call SCRA that is supposed to be used by creditors and claims and not for identification purposes. That is the concern. Using the database even with the veteran permission is not allowed.
- Wendy Fairfield is co-chairing a group on mobile identify across the federal sectors. There are 60K to 70K veterans who have opted in to ID.me.
- The treasury department is interested in using FIDO (Fast Identify Online) as an option for citizens’ identity. It was started by Google, PayPay and Lenovo. There are no questions about opting-in. It is an engineering standard. Non-profit alliance. Being used worldwide. UK Government is using FIDO as a standard and is something this group should be considering. https://fidoalliance.org/about/overview/
- FIDO example – works for any kind of secure transaction including health care. FIDO has the ability to replace OTP which is a HIPPA standard. A person who gets new insurance is sent a link to enroll and provide additional information and verification. They may be asked their previous addresses. Once a person is enrolled a key pair is established. The private key sits on their device or their credential.The public key sits someplace else. When the person goes to a website, they are authenticated by either using their mobile phone, a virtual chip on their phone, anything with a smart chip. It is simple for people to enroll and it is portable. This standard fits under the GSMA umbrella of standards.
- The question we are trying to answer is not which standard to pick, but what can we give to vulnerable populations to fulfill their needs.
- ID.me is one thing the Veterans Administration is working on to make veterans’ health care information available from a portable perspective. That is between the Veterans Administration and DHA **Defense Health Administration. There is a whole class of veterans that are excluded from this program. Not every veteran qualifies for VA Health care.
- We need to look at all authenticators to see if they comply and not just focus on one standard or protocol or program.
