4. Baseline definition and scoping
   • Ryan presented the NPO’s straw man for defining the baseline
5. Security requirements
   • discussion was had including the thinking behind the definition and the level of specificity
   • the committee spent time rewording the definition
   • Andrew introduced the collect, use, disclose nomenclature used in privacy circles
   • Sean suggested we use the data lifecycle: collect, transmit, process, disclose, retain and dispose
