Title: Change the identity provider for a given user
Use Case Description: Change to the identity provider {IdP) by a user will require the name space to either: (1) have an identifier that is controlled separately from the IdP, or (2) acquire an identifier from a different IdP and use that new identifier as a replacement for the original one. This use case considers only the former case.
