Title: Remote Hire PII Verification and Certification Use Case


Use Case Description: Timely verification and certification of Remote Hire PII via online real time secure video conferencing with a live certified entity of a State or National Government in an antecedent in-person identity proofing event in conjunction with a digital signing interface. Remote hire may use their trusted digital identity as an Government agency approved acceptable identity document to validate their identity and trusted identity LOA's may be implemented commensurate with employment opportunity. For example an individual from a foreign country as a Remote Hire, who is granted authorization to seek employment in the United States or its territories, may select their H1-B Visa, I-94, or Foreign Passport bonafides as trusted identity credential components for student based, professional, technology employment opportunities.

Use Case Details

Goals: Time restrictive verification, certification, and collection of a remote hire's PII extrapolated from their digital trusted identity credential. The remote hire's verified/certified PII is uploaded or submitted to either their employer and or Government Authority (GA) to determine eligibility for employment in the United States or its territories. This is based on an antecedent in-person identity proofing event that is facilitated by a certified entity of a State or National Government e.g. Notary Public, via online real time secure video conferencing and digital signing platform.


Assumptions: Employer or authorized representative must meet with and "physically" examine a remote hire's PII documents within three (3) from their first day of employment to assess employment eligibility.


Requirements: Employer must offer and remote hire must accept employment. Remote Hire PII must be collected, verified, certified by an employer or employer authorized agent within three (3) days from the remote hires first day of employment. Employer must have a trust relationship with a certified entity of a State or National Government e.g. Notary Public or Trusted Agent. If the employer deploys a pre-authorized Notary Public who act as a trusted agent, they are prohibited from notarizing the instrument implemented to collect the remote hire PII. Notary must complete and sign the instrument for the remote hire's collected PII, on behalf of the employer with whom they have a trust relationship. Both Notary Public/Trusted Agent and remote hire must have internet and video conferencing capability.


Process Flow:


Success Scenario: Remote hire implements trust credential to assert their PII. Employer achieves time limitation requirement. Remote hire is relieved of travel and accessibility to a certified entity of a State or National Government in submitting their PII for verification, certification, required to determine employment eligibility.


Error Conditions: Remote Hire does not have a trust credential to support PII assertion. Remote Hire has a trust credential but the PII is fraudulent. Video conference connectivity cannot be established.
